The clue for solving this problem is to convert $/hour consumption to gallons/hour.

If 1 gallon of fuel costs $0.91 and consumption rate is $0.7/hour then consumption rate in gallons equals to (0.7 / 0.91) gallons/hour

So 200 gallons will be consumed in 200/(0.7 / 0.91) = 260 hours.
