Choice (D) does not assume that a stable government and good climate are important for economic growth. It says that in Country X those factors are not sufficient to achieve economic growth (they may or may not be "important" but they alone are not enough to achieve growth). Choice (D) is the only one that can be properly concluded from the information given, since we know Country X has those factors but does not have growth.
