In the last paragraph, when n is divisible by 5, "c" can be 4 or 9. In the next sentence it states, "if n is divisible by 9, you can add the digits and find what
the nearby multiples of 9 are." Which digits are you adding?

18 : 8 + 1 = 9
27: 2 + 7 = 9
99: 9 + 9 = 18: 1+ 8 = 9
